Signed by Gov. Michael Dukakis, the law creates the MWRA, which assumes responsibility from the Metropolitan District Commission to provide water and/or sewer services for 61 (43) communities in metropolitan Boston and managing the Boston Harbor Cleanup on July 1, 1985. The MWRA’s new primary treatment plant on begins operation in 1995,* the secondary plant in 1998,* and the outfall pipe in 2000.*
